A principios de marzo, el Congreso de Per\u00fa aprob\u00f3 en primera instancia la reforma constitucional que reconoce al derecho de acceso a internet como un derecho fundamental. El nuevo texto<\/a> establece el acceso gratuito a internet en entidades, instituciones y espacios p\u00fablicos, y hace \u00e9nfasis sobre su importancia para el desarrollo del sector educativo y de las zonas rurales.\u00a0<\/p>

Durante la discusi\u00f3n parlamentaria, los y las congresistas destacaron que el derecho a internet es una “condici\u00f3n esencial” que debe ser promovida por el Estado con el fin de garantizar la libertad de expresi\u00f3n y\u00a0 promover el acceso de toda la poblaci\u00f3n a las tecnolog\u00edas de comunicaci\u00f3n. En este marco, el titular de la Comisi\u00f3n de Constituci\u00f3n, Luis Valdez Far\u00edas (Alianza para el Progreso), a\u00f1adi\u00f3 que la norma permitir\u00e1 tambi\u00e9n promover el desarrollo cient\u00edfico y tecnol\u00f3gico del pa\u00eds.<\/p>

Por su parte, el congresista Alberto de Belaunde (Partido Morado) se\u00f1al\u00f3 la importancia de lograr un acceso a internet que sea \u201clibre y abierto\u201d, sin embargo estos dos principios fueron retirados del texto finalmente aprobado. Por tratarse de una reforma constitucional, el texto debe ser ratificado en una segunda votaci\u00f3n, prevista para despu\u00e9s de las elecciones generales de abril.<\/p><\/div><\/div><\/div><\/section>
