Durante su tratamiento en el Congreso, la oposici\u00f3n logr\u00f3 que se eliminaran algunos de sus art\u00edculos m\u00e1s restrictivos para el espacio c\u00edvico como aquel que exim\u00eda de castigo a polic\u00edas que causaran muertes en situaciones de &#8220;miedo justificado, sorpresa o violenta emoci\u00f3n&#8221;. La normativa contempla la creaci\u00f3n de la figura del &#8220;juez de garant\u00edas&#8221;, responsable de \u201cverificar la legalidad de las investigaciones penales y salvaguardar los derechos individuales\u201d.
